Colonel Foley was a member of the 11th Tactical Reconnaissance Squadron, Udorn Airfield, Thailand. On November 24, 1967, he was the photographer of a McDonnell Phantom II Reconnaissance Fighter (RF-4C) on a photo reconnaissance mission over the Plain of Jars in Northern Laos North Vietnam, when his aircraft was shot down. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
