Joseph Bernard Burgoon was born in Dubois, Pennsylvania on August 30, 1895. He was the son Bernard Joseph and Catherine M. Burgoon. He married Anita O. Burgoon and accompanied his family to Panama. He became manager of the Panama Canal Company commissary. He died on October 4, 1941 and was buried at the Corozal American Cemetery near his parents and his wife Anita.
