Major Carter was a member of Advisory Team 22, Military Assistance Command, Vietnam. On April 24, 1972, he was at Tanh Canh Base Camp near Dak To, Kontum Province when the camp was overrun by the Viet Cong. He was extracted by a helicopter that was shot down and burned. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
