Specialist, Fifth Class Cecil was a rifleman assigned to the 5th Special Forces Group. On September 21, 1969, he was on a reconnaissance mission in Laos 20 miles west of the Demilitarized Zone and engaged with numerically superior force. He was killed. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
