Mamerto Villano Cosca was born in the Philippines on September 25, 1894. He immigrated to the United States and became a naturalized citizen on June 3, 1921. He enlisted in the U.S. Navy and was promoted to Steward First Class, serving during World War I and World War II. After retiring from the Navy, he lived in Panama. He died at the Gorgas Hospital on October 20, 1968 and was buried at the Corozal American Cemetery.
