Master Sergeant Downs was a veteran of World War II. On February 13, 1951, he was member of the crew of a B-29 bomber. His aircraft was flying over Parson, Kansas when it developed engine trouble and the crew had to bail out. His bail out was unsuccessful and he was killed.
