Colonel Dugan was a member of the 8th Tactical Bomber Squadron. On December 13, 1968, he was the pilot of a Martin Canberra Bomber (B-57E) on a mission 30 miles southwest of Ban Karai Pass in Laos, when it struck a control C123 American aircraft. Colonel Dugan's remains have been recovered and identified. His name is permanently inscribed on the Courts of the Missing at the Honolulu Memorial.
