Chief Warrant Officer, Third Class Harper was a member of 52nd Fixed Wing Platoon, Headquarters Military Assistance Command Vietnam. On May 19, 1965, he was the pilot of a Cessna Bird Dog Observation Aircraft (O-1G) making an aerial reconnaissance over Binh Dinh Province, South Vietnam, when contact was lost. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
