Specialist, Fourth Class Howard was a member of Battery A, 2nd Battalion, 35th Artillery Regiment, 5th Artillery Group. On June 30, 1967, he was swimming with a group about 25 miles south of Saigon in Long An Province, South Vietnam, when he was drawn under water. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
