Captain Howell was a member of the 4th Tactical Fighter Squadron, Danang, South Vietnam. On March 7, 1972, he was the pilot of a McDonnell Douglas Phantom II Fighter (F-4E) on an operational mission 25 miles east of Ban Toumlan, Saravane Province, Laos. While making a run on a target, the aircraft struck the ground. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
