Private Kemp was a member of Company B, 1st Battalion, 7th Cavalry Regiment, 1st Cavalry Division. On August 17, 1966, he was on patrol in Pleiku Province, South Vietnam and had to cross the Ia Drang River. He accidentally slipped off a log and was carried away by the current. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
