Captain Packard was a member of 559th Tactical Fighter Squadron at Cam Ranh Bay Air Base, South Vietnam. On July 31, 1967, he was the weapons systems operator of a McDonnell Douglas Phantom II Fighter (F-4C) on a reconnaissance mission over North Vietnam. Upon diving into his target, his aircraft crashed into the ground. His remains were recovered on May 19, 1993 and identified on November 3, 1997. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
