Sergeant First Class Payne was a member of Command and Control, North, 5th Special Forces Group. On December 19, 1968, he was a member of a reconnaissance patrol on a mission in Savannakhet, Laos six miles into Laos just west of South Vietnam's A Shau Valley. He got into a firefight and was declared Missing in Action. His remains were recovered on October 28, 2004 and identified on October 5, 2006. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
