First Lieutenant Pickett was born on May 2, 1880 in Verssilles, Indiana. He moved to Pedro Miguel, Canal Zone in 1906 to work as a sanitary inspector for the Isthmus Canal Company. When America entered World War I, he was commissioned as a First Lieutenant, Sanitary Corps, U.S. Army. After the war he worked as a civilian sanitary inspector for the Panama Canal Company. In 1920 he made an emergency visit to Peru then returned to Pedro Miguel to work for the Panama Canal Company. He died on August 8, 1928, was buried at the Mt. Hope Cemetery then reinterred at the Corozal American Cemetery in 1979 with his wife, Nina A. Pickett.
