Captain Pugh was a member of the 25th Tactical Fighter Squadron at Ubon Airfield, Thailand. On March 19, 1970, he was the weapons systems officer of a McDonnell Douglas Phantom II Fighter (F-4D) on a forward air controller mission over Ho Chi Minh Trail, Laos, when his aircraft was hit by enemy fire. He ejected safely and evaded the enemy for a day before being caught. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
