Colonel Skinner was a member of the 23rd Tactical Air Support Squadron at Nakhon Phanom Royal Thai Air Base, Thailand. On December 12, 1970, he was the pilot of a Cessna Skymaster Observation Aircraft (O-2A) acting as forward air controller 6 miles east of Sepone, Savannakhet Province, Laos, where his aircraft was shot down. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
