Major Steen was a member of the 469th Tactical Fighter Squadron at Korat Air Base, Thailand. On May 31, 1966, he was the pilot of a Thunderchief Fighter (F-105D) to strike a target along the Red River 80 miles northwest of Hanoi, North Vietnam. After striking his target, he radioed his aircraft had control difficulties and he would have to eject. Contact with him on the ground was lost. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
