Major Toomey was a member of Headquarters, Military Assistance Command, Vietnam. On November 30, 1968, he was a passenger in a Sikorsky Choctaw Cargo Helicopter (CH34) en-route to his reconnaissance mission area in Laos when his aircraft was hit by a 37mm anti-aircraft fire, crashed and exploded. His remains were recovered on March 26, 1989 and identified on February 1, 1990. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
